Because its a video game the devolopers make fun of all aspects of Liberty City including the cops. For example, the cops shout at you in helicopters saying "LOOK UP AND SMILE! Do you live in NY, if so do they just leave the sirens on? Becasue I read on a blog a while ago, from an NYPD detective, that because NYPD had a lot of collisions with other patrols who also had their sirens on, but they could not hear the other unit over their own, so now they have to keep turning them on and off. :S I think that is just stupid and didn't think that it was correct. Heres another idea, look before you turn a corner. Lol

I am born and bred in NYC. The information the Detective gave you is partially correct. They ARE ADVISED to turn off the sirens when going through an intersection, but they don't have to and usually don't. The reason is correct; cops would be driving with the sirens wailing and have tunnel vision and it wll wash out the sounds from the other sirens and they wouldn't see or hear the other RMP. Most cops do what you suggest, they slow down at an intersection and look instead of blowing through.
