I believe this is the soundtrack from the game: Star Wars: Galactic Battlegrounds (+expansion). I remember the in-game music always started with 'duel of fates'. It also explains why there is no music for episode III in the piece as it wasn't created yet.

John Williams did it to give a more temple-like feel he says it in the Duel of the Fates music video on the Phantom Menace DVD. I think it suits the scene very well, and Im a musician. But hey its John Williams he shouldn't be questioned.
