On the one hand, you can argue that there's nothing illegal about taking the guys picture, but the question needs to be asked, why did you take the picture in the first place? The police already know he was involved, so the picture's not for a manhunt (as if there would have been one). It's not going to be needed for the victim's insurance. It could be used if you were going to have some buddies try to seek revenge. It seems reasonable for the cops to worry about you being a vigilante.

Cops always ask for ID whether you have to comply or not. Just because they ask doesnt mean you have to turn it over.
In situations like these, when the cop asks you for your ID, it's not because he feels he needs to run a check on you, it's because it's a power struggle. Cop is losing the argument and making a fool out of himself by causing a scene, so he needs to feel like he gets the last word and actually has "authority" by asking for the ID, which he knows by law you HAVE to comply with no matter the circumstance.

The cop can't grasp the concept of someone standing up for another person... even if it's someone they don't know. The act of empathy is completely lost on him.
Also, I noticed this was filmed in 2007. Fast-forward to the present day, 5 years later, and that same cop would have probably beaten this guy to within an inch of his life just for looking at him wrong, since the cops have become so militarized.
