Not sure who produced this....as you say, very similar to Fallout. I would also guess at Lenny Dee / Tommy Musto.

Wasn't this Lenny Dee and Tommy Musto going incoginto? It's quite similar to their other classic The Morning After.Lenny Dee and Tommy Musto were also behind another, older Underworld/Apexton release under the name Radio Fashion.
