4.7 mill would be cheap for a full motion sim with the latest visual display and electronics. Our cheapest full motion air force sim was 10 mill and that was because it used recycled parts....you might be right that you could buy a retired f-16 but how are you going to maintain it and fuel it....be real, theres a reason they cost this much and its because it takes many companies to come together and many manhours to build one of these...they are not a wii or xbox
They do cost around 3-4 million USD to purchase. A company here in Toronto where I live called CAE is the leader in bulding these simulators for the airlines. Think of it this way.

the reason homebuilts cost around 15-20,000 is they are not made using labor you have to pay for (paying the builders), no complex hydraulic systems, as well as no complex aircraft systems and so on.
A level D, pilot rated full motion simulator costs approximately 20-25 million.

I've been told once that the equipment cost 10% the price of a real aircraft.
Total of 500 reais (something around 300 dollars), per hour, to fly on it.
