The song is the 1812 Overture by Pjotr Ilyich Tchaikovsky. He was a very well-known composer whose music was used for Swan Lake, the Sleeping Beauty Ballet, and The Nutcracker. While it was used in V for Vendetta, it's a classical music piece that has been used in many cartoons and movies, much like other classical music pieces by Beethoven and Mozart.

(I haven't seen V for Vendetta completely either. xD)
