Everytime the stickman moves, its a new picture. It's basically a slideshow.

At least thats how I make mine. This could be completely different

it's called macromedia director. it is a pretty complicated program but once you get the hang of it you can do a WHOLE BUNCH of stuff, as you can see. a simpler way to do it is to just use power point, and each slide you move the character or whatever a little bit, then watch the slideshow and hold down the space bar to see what you've got. it is a little limited compared to director, but much easier.
