I think you are missing the point. Lenient drug laws would not signify a government agency trying to profit from drugs. If the allegations against the CIA are true, then the agency has used prohibition to profit off of these drugs by secretly smuggling them into the country at high black market prices. Legalization of drugs would actually prevent them from profiting because the free market would prevent any one party from having a monopoly on the market.
From the interviewee's position, the US Government through Army Intelligence (so-called CIA), and the DEA use their resources simply to monopolize the drug market for their own profits!
