That's only partly true. Only US law requires the provenance labels. Euro countries don't. LV gets away with putting a "Made in France" label by finishing a bag in Frances while still constructing most of it in a Chinese factory. They they sew on the zipper or some other small part on when it arrives in France. This way, they can claim that it was made in France. They're not the only company to do this.
