What you on about - council estates have been around for ages. Run-down estates are caused by the local scallies selling drugs, thieving, and generally making the area shit because they dont have jobs or worthwhile lives. Obviously there are exceptions but 'most' sink estates are like this. Nothing to do with immigrants as they tend to keep themselves to themselves and quiet.
