i found him cuz i was running away from a Blade that decided to chase me all the way from the sewers from the scheduled for execution quest. he had cornered me and after standing in plain sight for 5 minutes i snapped and ran off(im not really the best assasin ever arent i?)

so anyway i was running and trying to find an entrance to the imperial city and i found him. i think hes a fence, he sells a ton of illegal stuff(skooma, lockpicks, poison)

well, guyz he's OBVIOUSLY gotten the VILE LAIR add-on, moved the NPC around(since he is playing it on PC, i suspect you can move the NPC's and stuff with mods) and then he has renamed it with SHADY DEALER, oh and no you dont necessarily need 2 be in the thieves guild to find this guy, you just get the add-on
