Did he know that statement was false when he made it? I.e. was the cop LYING and not merely mistaken?
I suspect the answer is YES, they just plain lied.
But then, cops are not forbidden to lie in the course of their duties. On the contrary, they are actually trained and encouraged to do so.
But if an ordinary mundane mortal citizen lies to a police officer, that is considered a "crime."
