My father worked with the people that developed the LASER and MASER in the Soviet Union. They were pretty much developed in parallel (as technology allowed) in the USSR and the states. They were different types of LASERs, and were vastly different in design.

It couldn't shoot down ANYTHING. Maybe a weather balloon, but that's all. Russia abandoned its airborne laser project for about 20 years and is now coming back to it, seeing as the US is deciding to toy around with the topic. Example: Russia copied the F-22's "unstable" aspect for its own Su-47.
