At skydiving places and at bridges where BASE jumping is legal, they make you sign a waiver stating that if you die or get hurt, you family can't sue the facility. If Jeb had gotten away for this, others could've been motivated to try it, and if one of them had died or gotten hurt, it could have been a disaster for the Building's owners.

It also protects you when you DO land on the ground with the parachute open from getting a head injury if you fall the wrong way. So the helmet is very useful. It's NOT for hitting the ground without a parachute.
