This is the problem. You have a delayed response due to the fact that its a volunteer department. No fault of the firefighters because the turnout time is what it is. The crews were clearly overwhelmed upon arrival. Its the same argument every time. If you had a crew of full time firefighters will volunteers to assist you might stand a better chance.
