Yep! Since when the bridge is up, it's really obvious that it's up and they don't need to gate to tell them when to stop, I would guess that they are so that trains don't enter the bridge right before it goes up - with it opening with a train on the bridge!
At 3:00, that gate would do an excellent job of keeping that train from plunging into the river! lol
