Billy West does play Zap with a voice similar to Hartman's, so that is probably why you're picking up the similarity with Troy Mcclure, who you may remember from other films such as "Brunch of the Gladiators", "Lawrence of Arabia Goes to the Beach", and "Police Drunk Driving Evidence Tape #302".
