Not a travel. It just looked awkward because he took off of his right foot. A right handed shooter takes off of their left foot but he was rushed to get the shot off.
the travel happens before he takes the shot. if you look closely, when billups gets the rebound, his left foot moves a bit, establishing his right foot as his pivot foot. then he goes right, left, right. three steps. not to mention it looked super awkward.
You know you're kind of a big deal, when you can do a Euro Step at the other end of the court and make it look effortless when it goes in. Then you know you aren't a big deal when they call for travel.
What I hope to see happen: Game 7 of the NBA Finals @ Miami. Heat down by 1, with mere seconds left on the clock. LeBron drives into the lane, dunks the ball on the buzzer to give the Heat a 1 point lead. The crowd goes beserk, they think Miami won the the championship. But the ref blows his whistle, and calls a travelling violation on LeBron. The away team wins the 2012 championship! And LeBron goes home and cries :D

Again, you can't receive the ball while standing and take a step without bouncing the ball first.
