Just an opinion.... if they are not sure of what transpired during the election because of the time element.... Why not use the machines again but this time, inside comelect HQ and feed all the election ballots with certified digital signatures. This way if there were any illegally transmitted ballots, the can discover it and remove it from the count.
I don't believe that it will take sooo long since they have thousands of machines on standby and ready to use at any given time.

the fact remains that timestamps are one of the important pieces of information used to identify the anomalies. they have to be accurate, no matter what. anyone who has experience in audits and investigations know this.
@helloitsmyworld1 there is relative time and absolute time. if a start time has been established with an actual human (BEI) to check that say 04:31 system time corresponded to 07:00 real time, then there is no problem.
what is being overlooked is that it is more crucial for security that these machines be standalone and not be networked. that was what the smartek rep was trying to explain.

that is why i'm more war about fraud that could be committed from within. the issue about digital signatures would be moot because if it's from within, a valid digital signature would have been issued and therefore accepted. an accurate (ie, absolute) timestamp would be best way to detect anomalous votes from millions of records.

It's not standard procedure to acquire a system & have a second system perform a check of the first system. i dont mean it should be perfect as no system is, but i find it very unacceptable that smartek said sorry, it was an unforeseen situation. manipulation of timestamp is not an unforeseen situation.
@helloitsmyworld1 there should always be checks and balances and that necessitates redundancy. back when i was younger, there was namfrel and comelec. namfrel picked up on the alleged cheating - and the rest was as they say history.
you only need a few of the "other" machines and they don't have to check concurrently (that would be too expensive for rp). also manual counts don't have to be for all ballot boxes. you only need a sampling to see if cheating is going on. and if so, a recount.
@p0ikilos no, i'm not saying we do away with checks and balances. by god, it is required. but we have to think of effective and efficient ways to do it, & we need to have accurate data to facilitate it. cant do sampling on unreliable data. speaking of sampling, philippine elections is too big a matter to rely on samples. there is always the probability the sample does not contain the anomalies, especially if it's been well hidden.
the system should be anticipative. preventive than detective.

you may also require the programs to be open source so that everyone can review the code.
Its not the time that matters, its the validity of the data. The server validates the data through digital signatures.And if there are supposedly manipulation for a period of time (it can be days or weeks), before they can manipulate the numbers they should be able to come up with valid digital signatures just to be accepted by the server.The problem is, Teddy and his alipores (Jamby) cannot even comprehend the simple analysis. Instead, they let their anger and emotions ruled out. It's a shame.
@SweetyJen40 i think the machines are relatively safe from external exposures with the use of digital sign's. the problem is when we're dealing with valid digital signatures, w/c may be the case if fraud is being committed from within. as i mentioned in my previous comment, what if some bogus votes were made (or even programmed to run in the background) after the official polls were closed, and the clock was reset to make it appear the votes were made during the official voting hours?

I'm not a techie, but I think they are no listening to what the IT guy is saying.They are making an issue about timing and results since the data feed doesn't necessarily occur in real time. The question should be whether or not any data have been compromised at the time of data feed from the PCOS into the main system. Just dont agree with the use of cuss words at a senate hearing. That's really not right. Shouldn't there be IT consultants on the RP side for consultation?

A cryptographic keycard similar to the ones used in VPN infrastructures can make sure the data is time-synchronized even when the PCOS machine is offline. Keycodes need to be inputted into the PCOS machines. Election officials can then verify later that the data was indeed generated during election hours. Its not a technological issue that the PCOS machines are offline because there are other ways of getting valid time.

These keycards are like watches with no knobs to change the time. it's credit card size and tamper proof. keycards give out keycodes encoded through a private key that can only be decrypted by a public key. keycodes will encapsulate the time information. the main server can then authenticate the time when the data arrives.

Even if you say the machine is stand-alone, how the heck will they be able to audit the result if there's already a problem matching the date and time? Teddy Boy is right. These vendors were paid to do a job and not only embarassed the legislators, they compromised results and take it lightly....and YES it was personal. Louie Locsin slept with a 3,000 lead and the tables turned to her losing by 252 votes! C'mon. and the guy got cussed and he smiled unapologetical f++ker! Can't TB get angry, I'm surprised he is okay. Just an opinion.... if they are not sure of what transpired during the election because of the time element.... Why not use the machines again but this time, inside comelect HQ and feed all the election ballots with certified digital signatures. This way if there were any illegally transmitted ballots, the can discover it and remove it from the count.
I don't believe that it will take sooo long since they have thousands of machines on standby and ready to use at any given time.
Just a thought.

for the record, i think it's not cool that teddy lost his cool, and i'm definitely not for jamby or erap (i mean, who is?), but it would be nice if we deal with the facts. it's our first automated polls, we have to ensure we did it right.
the fact remains that timestamps are one of the important pieces of information used to identify the anomalies. they have to be accurate, no matter what. anyone who has experience in audits and investigations know this.

@helloitsmyworld1 there is relative time and absolute time. if a start time has been established with an actual human (BEI) to check that say 04:31 system time corresponded to 07:00 real time, then there is no problem.
what is being overlooked is that it is more crucial for security that these machines be standalone and not be networked. that was what the smartek rep was trying to explain.

@p0ikilos i get what u mean about standalone, and yeah, i agree that it should be relatively safer to have standalone than networked- too much risk of intrusion.
that is why i'm more war about fraud that could be committed from within. the issue about digital signatures would be moot because if it's from within, a valid digital signature would have been issued and therefore accepted. an accurate (ie, absolute) timestamp would be best way to detect anomalous votes from millions of records.

@helloitsmyworld1 good question on checks and balances. since there are paper ballots, they can (in principle) double check them against a machine from a different manufacturer or the ballots can be counted by hand.

@p0ikilos probably. but i think what youre saying is IF they double check using a diff. manufacturer and IF the ballots would be counted manually. we dont actually expect them to do this. and i think to countercheck manually, one by one, wont make much sense, thats why we wanted an automated voting in the first place. and what would be the first step to identify those bogus votes? time stamp, right? but time itself has been manipulated.

of course a manual option would make sense if there was a need for it. the reason for automating is primarily for speed and efficiency. i prefer the other machine option though.
no, it's not the *absolute* time stamp, although in the ideal world, the time stamp would be as an accurate as an atomic clock. ;)

@p0ikilos but to do a manual check would take forever. and checking against another computer may work but would be laborious and expensive. smartek's system shouldve been self sufficient. It's not standard procedure to acquire a system & have a second system perform a check of the first system. i dont mean it should be perfect as no system is, but i find it very unacceptable that smartek said sorry, it was an unforeseen situation. manipulation of timestamp is not an unforeseen situation.

@helloitsmyworld1 there should always be checks and balances and that necessitates redundancy. back when i was younger, there was namfrel and comelec. namfrel picked up on the alleged cheating - and the rest was as they say history.
you only need a few of the "other" machines and they don't have to check concurrently (that would be too expensive for rp). also manual counts don't have to be for all ballot boxes. you only need a sampling to see if cheating is going on. and if so, a recount.

@p0ikilos no, i'm not saying we do away with checks and balances. by god, it is required. but we have to think of effective and efficient ways to do it, & we need to have accurate data to facilitate it. cant do sampling on unreliable data. speaking of sampling, philippine elections is too big a matter to rely on samples. there is always the probability the sample does not contain the anomalies, especially if it's been well hidden.
the system should be anticipative. preventive than detective.

you may also require the programs to be open source so that everyone can review the code.

Its not the time that matters, its the validity of the data. The server validates the data through digital signatures.And if there are supposedly manipulation for a period of time (it can be days or weeks), before they can manipulate the numbers they should be able to come up with valid digital signatures just to be accepted by the server.The problem is, Teddy and his alipores (Jamby) cannot even comprehend the simple analysis. Instead, they let their anger and emotions ruled out. It's a shame.

@SweetyJen40 i think the machines are relatively safe from external exposures with the use of digital sign's. the problem is when we're dealing with valid digital signatures, w/c may be the case if fraud is being committed from within. as i mentioned in my previous comment, what if some bogus votes were made (or even programmed to run in the background) after the official polls were closed, and the clock was reset to make it appear the votes were made during the official voting hours?

I'm not a techie, but I think they are no listening to what the IT guy is saying.They are making an issue about timing and results since the data feed doesn't necessarily occur in real time. The question should be whether or not any data have been compromised at the time of data feed from the PCOS into the main system. Just dont agree with the use of cuss words at a senate hearing. That's really not right. Shouldn't there be IT consultants on the RP side for consultation?

alam ba nila yung mga pinagsasabi nila? kung may mandadaya kelangan madaming kasali at may insider na alam yung system at yung mga tools na ginagamit nila. at since malaki yung system, hindi naman isang tao lang gumagawa nun kung hindi divided yung tasks. at naniniwala ako na bihira (wala pa akong nakikilala) ang masama at magaling na programmer na pinoy na basta na lang gagawa ng poll cheating. and the more people you involve in cheating mas less successful & mas madami pwedeng magsumbong.

wala namang perfect security but you can provide layers of security. yung tao na pinagkakatiwalaan, yung encryption, yung hash, etc. kung gusto nila ng perfect time, kelangan lagyan ng GPS lahat nung pcos. haay naku,yung mga natalo kasi tanggapin na.

OMG! over naman tong c locsin. may sense naman yung sinabi ng taga-smartmatic. bakit yung lahat naman ng computer pwede mong i-set ang time pero sasabihin mo ba kagad na hindi reliable ang computer mo. kung kelangan nila i-sync ng sabay sa NTP server eh may period of time na pwedeng ma-access thru internet yung mga pcos which is not good security. yung importante is yung delta or yung time difference.

You don't clearly understand his frustration. It's about tracing if there's a fraud by comparing date and time. The point is, the security and not the result. If they could alter the time and make manipulation easily and set it back to the right time, then why the heck did they even implement it. Election is a national issue and not just a minor issue. People should be able to trace cheats in every form.

@gelsea1 lol nabasa mo ba lahat ng posts ko at naintindihan? as far as votes are concerned walang paki ang dates sa data pero kung admin ka nung database server or nung o.s. mismo kung saan nakalagay ang dbase, you'd want to know sino mga nag-co-connect, anong oras. yung server hindi na standalone yun at synced lagi dahil maraming mapagkukuhanan ng time yun. ilang years of experience gusto mo? assembly code gusto mo?

Next would be the program inside the CF Cards that reads the ballot and determines the counting! They should ready themselves because the PCOS Machines rely on those cards to function correctly and they are hard evidence if proven that the contents of those CF cards were programmed to manipulate votes and also, the number of votes are stored inside of it so auditing it with the ballot box is also a must!

the machines aren't brand new by the way, they used some, if not the vast majority of it in venezuela. the machines are low-class what do you expect?
