Yes Vegeta does work harder. But goku made it quite clear that hard work isn't what makes you strong, its also about letting the body grow through relaxation (cell saga). This is true to real life as well, if you lift weights, you should wait around 3 days for your muscles, etc. But, I love vegeta, and the in-his-mind speech he makes during the buu saga is AMAZING. Its the speech where he says goku is the best (loved it).
