actually this is hot ice. It is prooven. The exothermic reaction makes it warm. On the video it went from 16'C up to 44'C what your talking about is DRY ICE frozen C02 which causes the burns because its so cold it also doesn't melt the C02 is simply evaprated into the air. so you are wrong.

@FireLord3001 No that wouldn't work. It is a chemical reaction, so when it changes to the "ice" (not really ice), it turns into a completely different chemical. Its like trying to cool off a burnt piece of paper to turn it back into a regular piece of paper.

To get it off your hands you could probably just wash your hands, should get most of it off.
