The "incompetence" statement was made by Richard Clark who proclaimed it as 1 of 2 reasons why the government could not have been involved in 9/11. He's saying the government is too incompetent to have pulled it off. We ask then how did America emerge victorious in WW2, and how did we put a man on the moon, and how did we safely land all those aircraft on 9/11 if we are in fact so incompetent? These are legitimate questions that raise serious doubts about the incompetence theory.
