I have never heard that Bungie had any mentionable part in Custom Edition. Also, I have tried downloading it without installing the game, IT DOESN'T WORK.

Furthermore, the CD Key is REQUIRED for installing the game. Unless you get someone to tell you their key, and that is unlikely.
