In Texas Watemelons are often sold by the side of the Road by people of all colors. Dan Rather is from Texas. His reference is uniquely Texan, and thus doesn't make sense to those who never lived in the state.
For people from Texas selling watermelons in summer is supereasy and thus if you can't sell them in Summer you're a terrible salesperson.
For people from elsewhere it sounds racist, because Watermelon in is thought of as a Black thing. Everyone enjoys watermelon in Texas.

For some reason, everytime I looked at it all I could concentrate on was the word LIE smack right there in the middle of believe. Fact of the matter is that Democrats during Reconstruction and the Progressive era were characterized as the conservative and pseudo-religious party, which is what the modern-day Republicans are now. There was a name exchange but the sentiments are still there.
