No. Given the official stats, they list him as the 4th strongest, of course the stats do not take into consideration spiritual power (which Yammoto, Aizen, Ichigo and Kenpachi has the highest amongst all captains).

So only ones stronger than Bykuya according to the official stats: Yamamoto, Aizen, Unohana and Shusei. Unohana never fights...and based on combat abilities, Bykuya is #3, quite high indeed.

Kenapachi and Ichigo win due to their insane raw power.

Also, read the manga or watch the anime, those uses are very strict. I suppose that you could say hadou is attack while bakudou is defense. but they are not the same thing.
