They are all volunteers. There are people signing up this moment to be volunteers right now of the Church of scientology so they all know what they are signing and committing to. Just because they want some money later and sniffing around charities to give it to them does not entitle them to any back pay whatsoever. The whole thing was ridiculous from the start. The tax exempt situation however may have some bearing but that is $ to the Govt not to selfish individuals tired of altruism.
