In 9 times out of 10 there is no grope, but due to the way trains are packed like cattle wagons during peak times, a woman may make a claim against a man. As far as I can tell, I think it may have something to do with a stigma on involving other people with "your" problems. Somehow it is undignified to ask for help. Of course, those who help on their own accord are often praised, but not many seem willing there.
