This is actually exist!!! It's done people that for no reasons at all they pick-up on certain people and harass them 24-7 day night at sleep and what not- Most people that been "TARGETED-INDIVIDUAL" are people that they did nothing wrong to no one but - they abuser continue to abuse harass and stalk those individuals -Why? not-sure -(Russians-Italians-Israelis-originally used it on people)- I assume just because they didn't been liked or accepted in society or in the community!!!!!!!
