Here's an idea. Put a little button next to the link results in Webmaster Tools allowing webmasters to disavow links. I am seeing a very scary rise in spam/hackers attempting to Google Bowl sites that I am tracking. How do we say "Google this is not our link!" which I think is very important. Don't you?

How long does it take for a website to recover in SERP after its was hacked? My site has been recently hacked and all the index.php and the *.js filse have been compromised. however the site has been fixed and all the malicious code has been removed. After the attack i stop ranking for most of the keywords that i used to rank before.

If Google blocks or filters sites basing on backlink (JC Penny), it should give us the option to ignore links to our sites from the domains we choose.

Also, it would be nice to see what kind of filters, why, and for how long are currently attached to our sites - not only the virus detection info.

#3 Communication is extremely important and I really hope you get the ball rolling on that one. It is like talking to a Iron Curtain most of the time dealing with Google.
