surveillance systems can cut all the time..... the thing is the cameras do not record untill they pick up motion... sometimes when people are further away from the cameras it takes a second for it to begin recording. which is why she "Magically" appears.... I work with surveillance systems... this could be the case... not saying it is... but very possible

at 1:28 when the girl walks threw the door the "RCMP" cut something from the tape untill 1:39 where the lady appears "Magically" appears at the counter to the left which looks like a jewerly counter...
