Arafat made it up, because the land had been called Palestine as an intentional insult to the Jews who had been there for centuries before Christianity or Islam even existed. Yeah, Arafat got in power there, took most of the aid $ sent to them, & put it in foreign accounts - which is why his widow is quite well off today, but the people are still left with next to nothing.
