I can somewhat agree with you, but Ballack is still an awesome player. At Munich he was the team. Munich was built around Ballack, but Chelsea isn't, which sucks because Ballack can still do so much! If more plays revolved around Ballack, Chelsea would be so much better.

he has never reached cl-finals with bayern. with chelsea he did in his second season. The reason why ballack's play seems to be less spectacular and dangeous as it was in germany is the lack of pace in der bundesliga compared to premier league. Another reason is that the quality of the chalsea players is very high and there are lampard and essien who can do many this that ballack can do, too :)
