Well, as for why Raising/Raging Heart is speaking English, I think it's because it's a "foreign" object. In A's, some of the weapons speak German, so it works.

It's technically Raising Heart, but with the fansubs it was translated as Raging Heart (which sounds INFINITELY cooler than Raising Heart). Sadly it is actually meant to translate into Raising Heart.
