How did you get to that? I've never seen a side-mission like that or anything...

@xmetallicmoose You have to speak to Pritchard before you speak to Sarif after FEMA Camp mission and then win the dialogue with Sarif. Then speak to Pritchard in your office, read e-mails and then Pritchard gives you the quest in Detroit area.
