as far as I know, I'm the first to make an arm getting cut off with free programs...

but try looking up wax 2.0 its good with rotoscoping.

LSmaker and Arcsoft photoimpression 2.

LSmaker: It's free to download and pretty easy to find, I used it to put on the saber effects and slpit it into a bunch of JPEGs.

Arcsoft: Its like a watered down $10 version of photoshop, but you could do it with any photoshop-like program, even windows paint.

I just took it frame by frame and took out his arm. If you are looking at a more expensive option, adobe after effects is a couple hundred on eBay, but it is for sure worth it.
