this is true. This happens to my video clips when I try to compress videos in Dvix format directly from Adobe premiere. It just doesn't work out to well. So I use a separate program to compress it after editing.

this is just lack of a keyframe. The compression technique is based on saving just the difference between the frames, accuracy dependant on the bitrate. when the video substantially changes (like change of camera or scene, a keyframe is created, showing a whole new picture. his "transformation" always starts after about the same amount of time he is shown, which clearly relates to the compression. also notice that the texture on his skin matches the resolution of the source video.
