You are actually pretty safe in a car during a thunderstorm, as long as it has a metal body. That's because the car will form a "Faraday Cage." If the car is hit by lightning, the current will be conducted around the outside of the body and then go to ground. I'm sure it would be pretty loud and scary, but you would be safe.

To answer the question about the person video taping while driving, their camera may have been mounted on the dashboard and the driver just turned it on and let 'er roll. My dad has a small camera mounted on the dashboard of his truck. He uses it for storm chasing, as well as getting just getting scenic video on tape, all hands-free!!! I'm sure it's a technique similar to what police use.

Cars ARE NOT grounded.

Rubber tires insulate the vehicle from ground, but only up to a certain voltage.

They offer no effective insulation at lightning voltages.

Are car is like a Faraday Cage, conducting the current harmlessly around you where it jumps to ground. Likely jumps around the tires from wheel rim to ground. Dirty water on the tires also likely conductsome current to ground.

But car tires can insulate only up to a certain voltage. Lightning (and my large Tesla Coil) far exceed that voltage and the current may flash around the tire, most likely from the metal wheel rims because they are closest to ground. Also some current likely traveled through dirty water on the tires. (PURE water does NOT conduct electricity!) Current may penetrate to the tires' steel belts and out!

The safest place to be in a lightning storm is in your car with the windows rolled up. The tires completely ground the car, absorbing the dangerous electricity. As long as you don't touch the ground and the metal on your car at the same time while your car is being struck, you'll be safe.

A dry car is not grounded, as the tires act as insulators. Wet tires will conduct the charge to ground.

Electricity travels on the surface of objects. And usually takes the path of least resistance. A vehicle so struck, will generally have the charge harmlessly pass over it's surface. Of course, metal can be vaporized at the point of contact, as you saw here, and the EMP may disable the electronics on board. (Fry the computer, radio, etc.) But, inside a car is a very safe place to be.
