Level 54, then after he evolves, give him Hyper Beam as a TM. He won't learn anymore moves, though--naturally, of course. But you can go to the Move Tutor to give him Thunderpunch, as well as give him many TM's.

I got both Electivire (Lv.78) and Magmortar (Lv.52) from Pokemon Battle Revolution + I got a Surfing Raichu (came as Pikachu) with Volt Tackle .. came at Lv. 10. Now Lv. 35 ;D
