No. Dev-c++ is a C++ IDE (compiler, editor, debugger).
If you asked what does portable mean then yes, it works on every Windows Machine.
I've got portable FireFox browser with flash player in it. All you need is to copy the flash player *.dll file and you've got the portable browser+flash player

Agreed. Running Dev-cpp is too slow to use it at home. But as I said in teh video ( I think) it's awesome for shitty projects when you're out without your laptop.

True, but it's about if it's not going to make "trash" on the computer. For example dev-cpp requires that command line option to know that you want it to save sattings in it's own folder, not in some system folder. (probably it's usually saving it in user's folder).
Another program, Skype. I've got it on my pen drive as well. I downloaded a pack that was set up so you run a batch file which runs the skype and then removes everything it wrote to the computer after it closes.

any program can run from usb as long as u don't move them i currenly have over 2 million operational programs on my usb drive
