I don't agree. This is a tournament form of tomoe nage, which is different from the kata form.
Also, this throw would be judged as a wazari (half point) by most refs. In order for it to be an ipon, the uke should land cleanly on his back, and the tori should not be on top of uke at the end of the throw. Very nice nonetheless, and rarely seen at the black belt level in competition.

the thing is that if u miss the throw and the guy sprawls out in a way, u can always go for an armbar to the arm u grabbed of him anyways
