I did, too. The writers wrote him to be a loggerhead for Gibbs and vice versa. But they do have their moments of clarity.

Rocky Carroll's Vance character is a great addition to the show. Vance is no-nonsense yet fair. Vance will be dealing with alot of issues in NCIS - including (1) rogue agent Michelle Lee, (2) a possible hidden Tony and Ziva relationship, (3) McGee taken hostage, and more. Rocky's acting is perfect for what may be an NCIS season that has more plot twists than in past seasons.

I was surprised by Lee being rogue. I made some charts and I'm not 100% sure she's betraying the U.S. yet, but things don't look good for her, since the only way she could possibly still be one of the good guys that I can figure out is if she's somehow under cover, and the people she killed would have to have been enemies of the U.S. I look forward to the resolution of that arc with great interest...
