NBC is a private company. While it's true that the government has licensed out a segment of the airwaves, they cannot start stepping to demand specific content or lack there of, beyond what the Supreme Court has defined as indecent. They can say the broadcaster must present the news but they can't tell the broadcaster what news to report. Content-based regulation is unconstitutional. Do you really want the government controlling day-to-day programming?  Not a good idea at all.
