I downloaded a hi-res version of Shepard Fairy's iconic Obama 'HOPE' poster, then used a Wacom tablet and Photoshop to mimic his style as I added a hand holding a cookie to the original image. Then I printed it out at 8 1/2 x 11, drew grid lines on it, and used those grid lines to hand enlarge the image onto a giant piece of cardboard in pencil. I painted the pencil outlines like a coloring book.
Just noticed your question (from 8 months ago). That's just good 'ol Photoshop. But the key element in my setup is the Wacom digital drawing tablet. If you're more than an occasional digital photo/image person, you owe it to yourself to invest in one of these miracles. It is transformative! I highly recommend getting an ArtZ II or III from a few years ago - still available on eBay. So much cheaper and still fantastic. The new ones are so expensive and don't do anything significantly better. : )
