plain and simple this is bad form i have been working out for 25 years i know bad form when i see it and from personal experience i'v pulled so many muscles in my younger years lifting exactly like this ;and those comments who say this is good form,try it yourself and punch a few more years in the gym,because you don't know what your talking about.
actually this is good form. the reason he bounces at the bottom is to re-engage the muscle while its not in stretch position to prevent injury. its real good to totally relax your traps at the end of a shrug to get the deep stretch, then re-engage or "flex" in a less compromising position
