If we define 'drug' by addictive+toxic, then there are plenty evidence that alcohol and tobacco, heroin and cocaine are drugs, but after years of research I have never found the slightest evidence that cannabis is a drug. Nor mushrooms and salvia divinorum BTW. Neither in the literature, nor did I heard any complains on its use. I did find many confusions between "a -> b" and "b -> a", but all "scientific papers" showing cannabis being a drug are today well known as craps.

Weed has never been LEGAL in Canada. I live in Ottawa, I know it's not legal.

It is NOT a criminal offense to possess 14g or less, unless it is split up into bags to traffic.. Then you get questioned to say the least. However, the police etc are VERY lenient when it comes to weed. The most that will happen if you possess a small amount of weed, is getting it confiscated so the cops can smoke it themselves. Like 80% of cops in Canada are cool about it imo. Weed is harmless.
