yeah, it's simple it just takes a lot of time. You layer the two strips of video with the first one on top. Then apply an 8 point garbage matte to the top one. Then simply move the 8 points to cut out the portion of the video (behind the truck in this case) and keyframe it. you'll have to do this for ever frame of the transition. and you may have to check the "invert" button, i forget.
