Yes, she is hmong. Her accent has a very heavy chinese dialect so thats why its hard to understand her singing, but its still beautiful.

so im thinking this is some sort of a modernized folk song. in the beginning i hear something about "miv muam nyaaj ntxawm" getting something and calling "txiv nug yaaj yau". in hmong folksong, there is a "miv maiv muam yaaj ntxawm" and "txiv nug yaaj sawm." probably referring to the same people. interesting. she is definitely saying "miv muam nyaaj ntxawm" though.

she sings our dialect,if you listen carefully you can make it out.if you speak hmong green dialect,you should know almost all the words.

Yes, she's singing in her Hmong dialect. It's quite hard to understand, but you can make out some words.
