When you find him you see that he joined a cult of people who believe they are truly vampires and hide out in the metros. After talking to these people and finding about their subcultures the boy admits that the reason he joined the group was because he was the one who killed his parents because he had an urge for blood. Rpgs are so deep and involving.

I think it was just an experiment or somthing for any other games they might make thats not Fallout but thats My best guess,or maybe its because most of the guns in Fallout don't have such good aim (unless they are in good condittion) they need a whole new system ask Bethesda.
