i think the new fallout should start off before the bombs dropped and u have missions to do and then get to a sheltered area as the bombs drop that u didn't know was going 2 happen. after that u have to try and make a living in the wastes and abit like fallout 3 u get different paths to take. it should also be in a different location in america like new york or california from the first fallout.

it would be cool for me if fallout 4 is you start of as a military police oficer and your in a truck with 3 other survivors and you hear on the radio that there is a stelment in one of the casinos and its like megaton and you find out that a valut untouced by the world is up for grabes as you make your way there you get sidetraked by you team and have to use your speach skills or carma skils to deside if you want to have a squad or travel alone as you progress you find out secrets of the past :)

There should be a fallout game where you are a soldier during the war, when the bombs drop you immediately go to a shelter. When you barely get in you go into some radiation-induced coma. When you finally get out of the coma, its apparently 100 years later and you survived because you became a ghoul. You would go through the game with everyone hating you because of what you are now.
