When I say beginning, I mean Adam and Eve. Allow me to explain. When you say rules, I'd imagine you are referring to the 10 commandments. If they are rules then why were they not given to Adam and Eve from the beginning but given to Moses after so many generations later? What about the people between Adam and Eve and Moses...Abraham, Issac, Joseph, etc.? How did they live their lives? Obviously, if you acknowledge a conscience, then you know we knew the law from the beginning.

In other words, the bible are not a book of rules we didn't know but on the contrary, the commandments are laws to show how sinful we are to mankind. Look at each commandment and think of how you know it's wrong to lie, murder, steal, commit adultery, dishonor mother and father, covet, etc. Even people from parts tribal area, who don't know anything about city life nor the bible, still know it's wrong to do those things. Therefore, these laws apply the same way as they do in the past.

Sorry, It's hard to type everything on here when it only limits to a certain amount. So, yes, those laws are the same exact laws as are said today...from the OT to the NT.
